Description – The Ohio Traffic Incident Managment (OTIM) training provides education to responders on the safest and most effective means of processing incident scenes to improve the safety of the responders and the motorists by quickly and efficiently clearing the scene and getting all highway lanes reopened to traffic.  Using a multidisciplinary perspective, responders learn how to operate more cooperatively and effectively.

The National TIM Responder Training Program was developed by responders for responders, and was designed to promote consistent training of all responders to achieve the three objectives of the TIM National Unified Goal (NUG):

  • Responder Safety
  • Safe, Quick Clearance
  • Prompt, Reliable, Interoperable Communications

The target audience for this course is all TIM disciplines, including: Communications, Emergency Management, Emergency Medical Services (EMS), Fire/Rescue, Law Enforcement, Towing and Recovery, and Transportation/Public Works.

Important Note: If you are a Contractor working on major projects for the Ohio Department of Transportation (ODOT), attending this version of OTIM does not fulfill the training requirements specified in Plan Note 642-45.  There is a separate version of this class called Contractor OTIM Training (or TIM During MOT), which is required of all contractors working on ODOT projects that include Plan Note 642-45.  Please refer to the following webpage for additional information about the Contractor OTIM Training: https://www.transportation.ohio.gov/programs/ltap/elearning/otim.

Instructors – The OTIM instructors work in collaboration with ODOT's Office of Transportation Systems Management & Operations, and are scheduled based on the specific course date and location.  Instructors for the upcoming 2026 sessions include Carl Merckle and/or Michael D. Sherron with the Ohio Department of Transportation.
